Granting Enforce View Roles and Role Hierarchy permission to users will allow them to see or select from organization’s list of roles when they edit public list view visibility. Users with only Manage Public List Views permission can only make a list view visible to Public Groups or set a list view to fully public or private. For organizations that don’t use roles, this update has no impact

How: First, enable this release update from Setup so that users can make list views visible to roles and then grant users both Manage Public Views and View Roles and Role Hierarchy permission
